PCAP has solemnly determined to promote development activities among the Maasai pastoral community at Ngoile & Olbalbal ward (Ngorongoro District), founded on the principles of knowledge that contributes to an economically independent, healthy, and educated community.
Vision: A sustainable, healthy, poverty-free pastoral community that benefits from improvements and integration of their economic sectors.
Mission: To support Pastoral communities in Ngoile, through community-based programs, to improve education, health, and income with the aim of reducing poverty.

PCAP's Main Objectives
To support pastoral communities in Ngorongoro to relieve poverty through community-based programs aimed at improving incomes, education, and health.
- To reduce poverty through the provision of training and loans to enable a greater variety of sources of income.
- To enhance livelihoods of pastoral community in Ngoile ward through improved livestock keeping and marketing.
- To build disaster resilience of the pastoral communities through climate change adaptations and responding to emergencies
- To reduce illiteracy levels through adult education programs
- Support the provision of nursery education
